Visual Analysis Study for SR 104,

Jefferson & Kitsap County, Washington

 

The analysis study covered State Route 104 EIS, US 101 to Kingston through Jefferson and Kitsap Counties. The technical studies covered by other  team members included wetlands, water resources, threatened and endangered species, fish and wildlife habitat, geology and soils, noise, hazardous materials and air quality.

 

The project was one of three pilot projects selected by WSDOT and FHWA to utilize combined project planning and permitting processes with the NEPA. The corridor was divided into five segments with four or five alternatives within each segment. The length of the corridor study was between mile post .2 and the Kingston Ferry Terminal mile post 24.4

 

Mr. Zollner prepared and authored the visual analysis discipline report per the criteria provided by the FHWA.
